Bush needs something that seems DAMN legit to pull martial law. A storm would be too sudden and illegit.
Here is how I think it will go down (if it does go down).
Ever since Bush has been in office he has been consolidating power. He is doing it SLOWLY. (slowly is the key word here)
He has replaced high ranking military people for loyalty reasons. We all know of the patriot, homeland, perhaps soon victory act, etc. We all know of his policy when he directs the federal executive branch.
We see a consolidation of state power which is CRITICAL to successful martial law. Rove him self is doing this. (and yes, there is strong evdience for this claim. One of them Texas dems that fled has personally stated that he spoke to other dem elected officials in CO who told him Rove was trying to do the same thing in his state) So we have CA, TX, CO states that are 100% targets for installing "loyal" republicans through immoral means. CA HAD to use the recall route because there was a chance in hell they would get a repub governor in a regular election. Who knows what is going down in other states that is not yet public.
So why is this being done slowly? Lots of reasons most likely. Ever hear of the frog in the pan? Heat the water slowly and he never sees it coming until its too late. Also - people have short memories. If people woke up tomorrow with tanks on the street they wouldn't accept it. If it was done VERY slowly however (i.e. months/years) it would not raise nearly as much objection.
Speaking of objection - these people like to do things to easy way if possible. If they can some how assure themselves that 2004 is taken care of behind the scenes (which they probably have) why rock the boat? No need to pull anything public to stay in power.
Come 2008, however, they can have a great deal of SLOW moving work torwards martial law. More fascist legislation passed, more corrupt judges, more states being controlled, etc. Very slowly, of course.
So 2008 where are we? Are we at the point where we are only a few feet away and can make the jump to martial law instead of a couple hundred feet now? All they need is a catalyst at that point. Fear, terrorism. Another 9/11 scale event and they could do. People would accept it... at first anyway. When they decide it should go away (which could be a solid year or two) well... Too late.
Think about it this way. Say you have a line drawn in the sand 10 feet away from a safe with something very important in it. You are standing guard 5 feet from the line in the middle.
I come over to the line and stay on it. No problem right? The next day I cross it an inch. You tell me to get back. I say "come on, it's just an inch" and you let it go. No harm done, right? So the next day I go 5 inches. Same discussion occurs. The next day I go a foot. Same discussion occurs. No big deal. After all, it's only a few more inches than what I went over before. So I stay at that point for a few days. Next day I go up two feet. We have the same discussion.
Eventually with say an inch each day after two feet I get up to 6 feet, one foot past you. Not a big deal, just an inch more than yesterday... Problem is I make a leap for the safe and grab it before you can catch me. Guess you shouldn't have let me go up all those inches.
Same thing will happen here (IF it does happen). It will be slowly walked to, and when the point arrives where you can make a leap and get away with it then it will be done.
I think such a scenario above is possible. I don't think it's going to happen though. There is lots of evidence to support such a conclusion, but there are a lot of things that have not been done that could have been pulled off to further reach such a goal.
I also am not sure I see the motivation. I don't see money as a motivation for such an act. I do, however, see nut case religious beliefs or value enforcement as such a motivation. i.e. Bush believes jesus is going to come back if he does X crazy thing and it's all worth it because of that.
I just don't really see such a motivation enough though... Nor enough actions. But who knows what the years to 2008 could bring.
