The idea is to make nukes more useable! You know those big as hydrogen bombs are just too difficult to bring into play on a battlefield.

All of this is part of the National Security Strategy advanced last September. It isn't enough that we are the only superpower, we must be the unchallengable superpower, which means we need every evil toy Dr. Strangelove can invent.
