Because it's the lie that kills you. If people say "Bush lied to us" then they will bury him. That poll the other day showing 70% believing in a connection was a problem for Bush. There was no connection. Now he's trying to save his own ass. So when Clark attacks him for lying to the American people Bush will say, "you see I didn't lie. I said there was no connection."

They replayed a part of The State Of The Union speech. He didn't specifically tie Hussein with Al-Queda, but he used them interchangebly and strongly implied that Hussein would give Bin Laden access to Iraq's arsenal.
