6. By the way, what happened to WI?
I was looking at past election results and it looks like the new District 5 in Wisconsin is a pretty republican-looking suburban/rural district... but when I looked at 2000 election results it was heavily Democratic.

Was there some ugly redistricting in 2001, or is there some other explanation?

7. What is now most of WI-5 used to be WI-9, so use that as your comparison.
We used to be in WI-4 (Jerry Klezcka). . WI-5 used to be Tom Barret (D); he lost his seat in redistricting and decided not to move or challenge another D (Kleczka). We got redistricted into WI-5 (which is now Sensenbrenner), and WI-9 (Sensenbrenner's old district) went away (census).

So, no, there was no Big D Flight or anything, just some re-numbering.
