just saw a cop car drive by; taped in its rear passenger windows were two signs reading "Not in Service," much like you'd see on a bus that doesn't plan on picking you up while you're waiting at the stop.

What does this mean? If the officer should pass by a mugging in process and the victim turns to him for help, does the cop just shrug his shoulders and say, "Sorry; there should be another one coming by in about fifteen minutes"?

1. It means one of two things

Either the car is not hooked up to radio and can't hear/relay messages but they are running an errand in it anyway

Or its on its way/just been fixed and is being roadtested.

3. Maybe the car isn't being driven by a law enforcement officer.

Let's say the car was in the shop to be worked on and the mechanic needed to take it out for a test drive. He might not want people to think he was a cop and he certainly wouldn't want to get into trouble for impersonating a cop.
