Check this out. The Department of Homeland Security wants to have 20,000,000 kWh (that's a lot) of power in renewable energy, and they want it soon - before July 1st.
There are a few possible reasons why they would be interested in renewable energy.
1) They are closet environmentalists and they just want to use clean energy
2) They have equipment that they would want to be able to run in the case of a hypothetical energy outage (renewable energy is considered more secure and reliable than conventional energy)
3) They know something is coming soon after July 1st which could threaten our electric power grid
They are asking for renewable energy certificates, which don't necessarily provide direct renewable energy power that would be available if the power grid went out, which makes this whole thing even stranger.
