5. possibly the money laundering provisions
Didn't Kerry write those in part to protect against the Iran-Contra type corruption? We clearly need some way to fight against that now - we need a way to have some sort of oversight over the front businesses that help hide CIA-managed airplane runs, for instance.

1) increased funding for container inspection

2) creation of new crimes for biological weapons offenses

3) creation of new crimes fo possession of biological toxins or agents by a convicted felon, illegal alien, or fugitive

4) increasing compensation to victims of 9/11, and amending management procedures of the September 11th Victim Compensation Fund

That's about it. There are so many bad things about it, though, that the whole act should be dumped, and each of the four evaluated on an individual basis
