1. Good toon...

but I think both hands know what they're doing. Dumbya is taking the "high road" acting "all compassionate and stuff". Dickie is is playing the stern disciplinarian (not a stretch for him) who never backs down. Together they've got the entire spectrum covered so they can say later on, "see, we considered that option, we gave it great thought".
They do this crap on purpose to cover every contingency. Every contingency but the truth, that is.

WASHINGTON: President Bush on Wednesday left open the possibility that the U.S. prison camp at Guantanamo Bay, Cuba, could be shut down.

"We're exploring all alternatives as to how best to do the main objective, which is to protect America," Bush told Fox News Channel's Neil Cavuto in an interview.

Defense Secretary Donald H. Rumsfeld said he did not know of anyone in the administration who was considering closing
Guantanamo.
