Instead, why not reserve it as a prison for those who (in the future) are convicted for war crimes? Sort of like exiling Napoleon to Elba. Hell, we could even transfer Saddam to Gitmo, and he could be cellmate to Georgie. I'd love to see the traitor and chief as Saddam's bitch.
