He's talking about the loss of the UN people in Iraq........and is saying that it's still the role of the UN to have a part in the reconstruction of Iraq and the UN will play a "small role" in an International Effort. He says even if it takes a long time to construct a plan it will be worth it not to "rush it."

Annan says that while the world is concerned with Terrorism......but he says that UN is still concerned with poverty, environmental degradation, etc.

He's trying to address that this is a problem which must be addessed........Mentioning FDR sought to fortify countries working together to govern international behavior for which the peoples of the world could work together.

He says we now are faced with a problem........do we allow Unilateral/Pre-emptive strikes or do we accept what FDR hoped for where the World Community would stand together.

He is calling for a re-examination of the Policy and Doctrine of the United Nations Charter. Says it must be revised or strengthened!
