Impeachment as an after result of criminal liability?
What jursidiction would the plethora of charges be under?

Something tells me the Military deaths of US soldiers would have some clause to prevent liability, but what about the mercenaries and corporate contractors?

Could each state of residence of the dead contractors have its own investigation?

They wanted to arrest Clinton for rape, right? Why are not Bush and the joint chiefs under arrest for murder, theft, conspiracy and fraud?

1. I think that impeachment would have to come first to prove a crime was
committed. I don't know if contractors families would have any recourse because it is employment at will and the government would probably not be liable either, (although perhaps the companies that employed them would). But who knows...I'm no lawyer (yet).

2. I think the best chance for impeachment would come from
misleading congress and the senate to gain authority to go to war. Normally, the congress just declares it. Hopefully, the DSM and the other memos will pan out enough info that he lied to cogress to upsurp their authority to declare war, and take that authority from them. I am sure that Abu Ghraib and Guantanamo could lead to his doorstep as well, with that memo from Gonzales to him basically outlining torture and putting him "in the clear" to use stress positions, etc. That could lead to War crimes charges...possibly.

I am thinking the best case to be made will follow the DSM, though.

4. Impeachment is the act which forces a sitting president to stand trial....
...if convicted they can be removed from office. Following that, he can be charged with the crimes stemming from the wrongdoing uncovered by the impeachment trial.

Ford saved Nixon from being charged with crimes and being brought before a court when he pardoned Nixon following his resignation.

As far as Clinton is concerned, NONE of what he did reached the level required for impeachment. That was a railroad job, pure and simple.
