Yes, of course it was "darkened", and the darkening alone would serve to hide the underlying manipulation of the image. The worse the photoshopper, the more they have to smear, blur, grain or otherwise degrade the original to hide their tracks. But moreover, the photograph was given a slightly grainy green hue to suggest it was clandestinely taken with some night vision equipment.
Although the effect wasn't particularly well done, it can be exactly duplicated. Attached is a photo of our boy Matt, and a the same photo manipulated to show the bong he must be hitting to write the crap he does. The effect could be done any number of ways, and probably done half-assed by Drudge whose skills at graphics are are somewhere slightly above a Rhesus monkey using an Etch-A-Sketch. In my case I did it with the Photomatic "Nightscope" plugin, although it could also be done by manipulating the hue, grain and contrast manually.
