That was from a speech Rove gave last night.

....a prepared and rehearsed statement and stumbled through it, just like he so often does in his talks. These are calculated and approved comments measured by the impact that the White House operatives believe they will have. In this case Rove is totally transparent as to his intension's. He is deflecting attention away from something else to bring the media attention and opposition focus on his statement. I'd love to watch the rest of his speech, especially how he was finessing his audience up to the moment he made that statement. What a lying manipulative sack of shit this guy is!
