Cheney Says Downing Street Memo Is Wrong
Forgive link to Sludge - just don't click the link - I posted it all.

Vice President Dick Cheney was asked on CNN about the 'Downing Street memo' which said the Bush Administration had decided to go to war with Iraq and the intelligence would be fixed around that policy.

Asked if he disputes the memo's claim, Cheney said, "Of course. The memo was written sometime prior to when we actually got involved in Iraq.

"And remember what happened after the supposed memo was written. We went to the United Nations. We got a unanimous vote out of the Security Council for a resolution calling on Saddam Hussein to come clean and comply with the UN Security Council resolution. We did everything we could to resolve this without having to use military force. We gave him one last chance even, and asked him to step down before we launched military operations.

"The memo is just wrong. In fact, the president of the United States took advantage of every possibility to try to resolve this without having to use military force. It wasn't possible in this case. I am convinced we did absolutely the right thing. I am convinced that history will bear that out."

And not to avoid war...

And: Saddam let the inspectors in- no wrong-footing. No case for a war. What a pitty.

And in the end they ignore the UN, don't forget this fact. They took all the inspectors out because war was underway.

Just because they hadn't hadn't invaded them yet doesn't mean that they weren't fixing the intel so that people would be more apt to go with them.

Which he did comply with, but we pretended he didn't.

"We did everything we could to resolve this without having to use military force."

As far as anyone else knew at the time.

"We gave him one last chance even, and asked him to step down before we launched military operations." Actually, we gave him an impossible ultimatum that we knew he couldn't comply with. So, you see, we did everything the memo said we could do to fake justification for the war.

And you suckers fell for it.

36. Timing of the War
Cheney's lame answer to the DSMs forgets history. "We went to the UN, didn't we? We couldn't have had our minds made up for war. Thus the DSMs are WRONG!"

Bullshit.

One of the things the DSMs show is that in July the Brits felt that the Bush Administration thought war was "inevitable". It was just a question of when and how to go about it.

The "when" answer is also revealed in the DSMs. And this is something people interpreting them haven't focused on much. The DSMs state that the marketing effort was to coincide with the run-up to the 2002 midterm elections in the US.

Remember:

1. Andy Card's statement that the "marketing" started in September because you don't do marketing in August (when Bush was taking another one of his month long vacations after repeatedly saying he had no plans "on his desk" for war.

2. Recall the computer disks discovered in early 2002 wherein Karl Rove stated that Repubbies needed to stress war in the upcoming November 2002 elections.

3. We went to the UN, reportedly, because the Brits wanted some legal justification. That's in the DSMs too. The idea was to try to get a UN Resolution presenting Saddam with an ultimatum. Admit inspectors or else! The Brits were hoping that he'd refuse and, voila, the justification for invasion is there.

4. Cheney, reportedly, didn't want to go to the UN

5. Rove reportedly did. The UN route "worked" because the war fever
would take the American public's mind off of Enron, budget deficits, the lame hunt for Osama, and other Republican vulnerabilities that would normally cost the Republicans mid-term seats.

6. We went the UN route and got our resolution, but Saddam crossed everyone up by admitting the inspectors.

7. The war fever, however, worked politically and gave the Republicans their mid-term wins...something atypical in US politics where the party in power typically loses seats.

8. After the elections we bad mouthed the inspections, refused to go back to the UN and went into Iraq without international backing
(aside from the Brits, the Spaniards, and a few assorted other members of the "coalition of the willing".

Cheney's argument that "we went to the UN" doesn't hold up.

We shouldn't let him bullshit us.

Look at this interesting article on "why" we went to war when we did.

41. Excellent commentary in the LA Times today
Edited on Fri Jun-24-05 11:28 AM by Rob H.
It's entitled, "The Real News in the Downing Street Memos" by Michael Smith. I've included some excerpts below, but the whole thing is so good I urge anyone who's interested to take the time to read it in its entirety here.

Excerpts:
But another part of the memo is arguably more important. It quotes British Defense Secretary Geoff Hoon as saying that "the U.S. had already begun 'spikes of activity' to put pressure on the regime." This we now realize was Plan B.

Put simply, U.S. aircraft patrolling the southern no-fly zone were dropping a lot more bombs in the hope of provoking a reaction that would give the allies an excuse to carry out a full-scale bombing campaign, an air war, the first stage of the conflict.

(snip)

But these initial "spikes of activity" didn't have the desired effect. The Iraqis didn't retaliate. They didn't provide the excuse Bush and Blair needed. So at the end of August, the allies dramatically intensified the bombing into what was effectively the initial air war.

(snip)

In other words, Bush and Blair began their war not in March 2003, as everyone believed, but at the end of August 2002, six weeks before Congress approved military action against Iraq. (emphasis added--Rob)

So they knew Saddam didn't have WMDs, they fixed the intelligence to support an invasion which they knew was illegal, then when all else failed they bombed the Iraq to goad Hussein into retaliating, and the whole time Bush claimed that war was "a last resort." Good thing the adults are back in charge. :sarcasm:

42. I suppose he forgot to mention that the US blocked inspectors, eh?
Or that Iraq had NOT kicked the inspectors out, as had been widely reported in US Propag....I mean US Media, but that the US had pulled them out themselves (they began bombing the next day).

http://www.staff.city.ac.uk/p.willetts/IRAQ/PRSC7564.HTM

"JOHN NEGROPONTE (United States) said that the resolution constituted the world community’s demand that Iraq disclose and destroy its weapons of mass destruction. The new course in that effort would send a clear message to Iraq insisting it disarm or face the consequences. Describing the text, he said that Iraq had ignored obligations essential to peace and security."

So, given that Iraq HAD NO WMD, the US is in OBVIOUS BREACH OF INTERNATIONAL LAW, right?
