I find it pretty believable that President Bush and his followers naivly and arrogantly believed they could invade a country and set up Democracy with no negative effects.

As for why not Saudi Arabia, well, President Bush has a personal relationship with the Saudi royal families. Doubtless he believes things there are just fine.
