Can Africa become a bi-partisan issue?

As far as I know neigher party, and no major faction has a hard and fast policy on aid to Africa. With the G8 and Live8 coming up, can aid to Africa and debt relief take center stage for a moment. Not as a distraction, but as something that needs to be done and can be?

Bush's Africa funding has been both inadequate and carried dangerous and deadly preconditions that are making the situation worse.

If the democrats sponsored a bill, and got moderate republicans on board. It wouldn't change opinion about Bush but it might take the edge off some of the anti-american sentiment. Especially in Africa.
