Votes for Fudd would have to be write-ins, and therefore hand-counted.
But any one of the many people who have been studying election fraud, could throw any election they wanted to one of the almost-unknown third party candidates whose name IS on the ballot in any election, to prove it can be done.
The problem is that it would be obvious and they'd have a pretty narrow pool of hackers for the FBI to go after until they caught and imprisoned the culprit. With the FBI things are purely political and it all depends on whose ox is gored. If a Republican is harmed, they'll find the perpetrator and bring him or her to justice immediately. If a Democrat is harmed (as with the anthrax attacks), they appear to be incapable of functioning at all.
If I were a hacker and wanted to do something like that, I'd throw most of the votes to the Republican candidate in a safe Democratic district, so that it would be obvious that the election was rigged, but the FBI wouldn't come after me or try to put me in prison.
The problem is that we've already had similar things happen and it wasn't done by hackers, it was done by real election fraudsters and the FBI has not gone after them. If they were caught, of course, they would go before, or at least appeal to, conservative judges, and they'd never go to jail anyway.
The FBI, in its majestic equality, permits both Republicans and Democrats to throw elections to Republicans without penalty, but would come down heavily with the full weight of the government on anyone who threw an election to a Democrat or 3rd party candidate, even if that Democrat or 3rd party candidate had actually, really and truly, gotten the most votes, and all that was done was to unhack the hack that stole the election from them.
In other words, you can't win.
