Shades of LBJ: Chimp can't deliver speech on war anywhere but... |

before a military audience and a military base because he knows that the public is by and large fed up with his war. In 67-68 LBJ couldn't deliver any speech in any major city without their being an anti-Vietnam demonstration and so he began to "campaign" at military bases. Notice how Bush only speaks before military bases or carefully selected partisan audiences--he rarely appears before a large rally where anybody can be in attendance.

It wouldn't do for a crowd of uniformed men reacting unfavorably to a man who ditched his uniform when he became bored with playing soldier.
