You know what continually amazes me about the moron*?
Even when he has a golden opportunity to raise his ratings, he still fucks it up.

Here he was talking to soldiers that had either seen action in Iraq or are about to. He could have addressed the armor issue and he could have said that he and his cabinet were working on a rotation plan to have the Iraqi's take the active roll in protecting their country, but instead, he follows the bullshit talking points.

If I have ever seen anyone that has such power, continually let opportunity be snatched from his grasp, it's him.

It's like the intentionally go against the grain and against the peoples will.

3. He's unable to admit mistakes
He is terrified of disapproval. He's insecure to the point of neurosis. Telling the troops that he buy them armor would open him up for criticism that he didn't do it in the first place. Bush just can't deal with that type of disapproval.

4. He or his neo-con cronies aren't capable of putting themselves in
others' shoes. You're so right - he could have addressed the armor issue & announced a more effective, less burdensome rotation plan, then he would have had them in the palm of his hand. But he just doesn't have the faintest idea what they're going through. Nor does he care.
