Big Win For Children's Health - Senate Votes on Pesticides and Human Testing



The Senate joins the House in supporting high ethical standards in pesticides research involving human subjects.

In the end, two amendments were passed by the Senate today, and they will both be included in the Senate version of the Interior appropriations bill (H.R. 2361, the bill that includes funding for EPA). The Boxer (D-CA), Snowe (R-ME), Collins (R-ME), Nelson (D-FL) amendment places a one-year moratorium on EPA's acceptance of any data from intentional human dosing studies. In addition, Senator Burns' (R-MT) amendment (reconfigured as a stand-alone amendment at the last minute) instructs the EPA to report to Congress on any on-going human pesticide testing and to finalize a rule to guide the Agency's third-party testing practices going forward. Even though the Burns amendment is not the one we supported, the two votes taken together will establish tough new standards for EPA before it can consider the results of human dosing studies. For at least a year, assuming the Boxer and Burns provisions are included in the final Interior appropriations bill, EPA cannot accept data from human testing of pesticides, and the agency must report to Congress on its progress toward a final rule for the long term.

There was broad bipartisan support for the Boxer amendment which passed by 60-37. This is a big win for children's health, sending a clear signal from legislators that EPA must put human health first. We know as health professionals that regulators can protect human health using solid, ethical scientific research without having to rely on human testing. The Senate's vote will ensure that EPA conforms its regulatory practices to accepted scientific and bioethical standards.
