What if Mahmoud Ahmadinejad's ascendancy to power is tied back to promises made to him during the negotiations with Raygun?

Seeing that Chimp has perfected throwing elections here, what's to say he didn't share his techniques to keep this guy quiet about Cheney, Rummy, Poppy and the arms they traded for hostages back then?
