I t doesn't. Terror can never be eliminated, nor does the Bush cabal want it to be. For them, it is nothing but a useful tool, enabling them to steal the Treasury blind, implement ever more restrictive policies, and demolish the middle class.

When one country fights another, like in WWII, Germany, or Japan, for instance, could formally surrender to the Allies. How can terror formally surrender? The whole concept is as flawed as the bogus "War on Drugs."
