If he had been interested in an honest investigation, and had cleared Clinton rather than running the sham impeachment trials (and no one knows more than Starr how much of a sham that investigation was), then the Republicans might have been forced to listen to Clinton on terrorism, and the whole chain of events would not have happened.

Always remember, everything Bush did after 9-11 to fight terrorism was something Clinton and Gore had tried to do before 9-11, but were prevented by the Republicans in straight party-line votes. There is no clearer condemnation of the 90s Republicans than their own actions after 9-11.

But Ken Starr has no soul and no conscience. So I doubt he feels anything bad about himself.
