Congress most assuredly does NOT respond to the "passions of those who give them their jobs." Congress responds to the passions of those responsible for the funding for getting or maintaining their jobs, in other words, the big financial donors such as corporations, big business, insurance companies, energy companies, etc., etc.
That's why they won't listen to over fifty years of demands for changes in the health care system (universal health care, better access), or cleaning up pollution through regulation of industries, etc., etc., etc., but, as soon as doctors and insurance companies start screaming about malpractice rates, they're scrambling to strip our rights to economic damages from malpractice.
Or as soon as industries start screaming that they can't afford to implement anti-pollution controls, policies, etc., they scramble to gut environmental protections and regulations and to hell with those millions who are angry about their dirty air and water!
