The terrorists' strategy
Here's a longer version of my comments on what the terrorists about and why the "best response" for their victims is to treat it as a matter of law enforcement, not war. Fair warning -- "best response" is a term of art in game theory and there is some (pretty basic and accessible) game theory in this essay.
