A Pardon Before Impeachment
It could be in the cards for Bush to give a Pardon to Rove immediately before being removed from office by trial at the hands of the Senate as a result of impeachment by the House of Representatives.

If Bush is nothing else he is, at least, reported to be loyal to friends.

I would like to believe otherwise but I don't.

There are no Republicans with integrity. There is no crime so heinous that it would warrant impeachment or indictment of bush or a bush loyalist.
