he was speaking to some audience about tribal sovereignty and
the audience was just laughing as if he were a comedian!!

He'd say something (not in jest) and they'd just be cracking up!!

we're very polite, alot of his speech was greeted by eery silence. He'd pause for applause and to be blunt, you could hear a cricket fart.
