7. If Rove had referred to Bush's wife - we might have a dilemma

deciding whether he might be referring to Condi, Jeff Gannon, Bandar Bush, Prince Abdullah, Laura, or maybe even Karl Rove himself. But apparently there was no confusion as to who Wilson's wife was. As far as I know, the law makes it illegal to "identify" a covert agent, not to "name" a covert agent. Anything said or done that makes the identity clear is illegal.
