The Metrics Of Success In Iraq

President Bush is facing an early legal deadline to deliver what he has been most resistant to providing: a set of specific benchmarks for measuring progress toward military and political stability in Iraq.

Under a little-noticed provision of the defense spending bill passed by Congress in May, Defense Secretary Don Rumsfeld has until July 11 to send Capitol Hill a "comprehensive set of performance indicators and measures of stability and security" two years after the fall of Saddam Hussein.

A Pentagon spokeswoman, responding to my inquiry, said last week, "We are working toward completing the report by the due date."

If and when it comes in, it could do much more than the president's Tuesday night speech at Fort Bragg to provide a factual basis for judging how close we may be to reaching our goals in Iraq.

As it turns out, the administration is apparently more willing to violate the law than give Americans a clear, detailed picture of where we are in Iraq, and where we’re headed. A spokesman for the Pentagon told me today that those Iraq indicators have been “delayed” and that there is currently no specific date set for their release.

This is not a joke.

It is a violation of law.

It is violation of law that involves the well-being of each and every member of our Armed Forces.

To violate this law is to compromise them and our National Security.


I have already sent this to Congressman Conyers requesting his advice as to how to bring attention to a blatantly illegal act.

4. As we are doing with Rove, with DSM, with Iraq, ....
.... it is truly "We The People..." who are going to purge the law-breakers from our government - as it should be.

This is particular illegal action is potentially one that every Citizen can understand and can connect to the well-being of our Armed Forces. Thus, let's spread the word.

The Bush administration yesterday came under more pressure to outline the number of American forces that may need to stay in Iraq over the next two years after the Pentagon failed to meet a 60-day deadline set by Congress to provide a detailed plan for training Iraqis and for likely US troop levels.

The report to Congress, due yesterday, was required under the $80 billion war spending legislation approved in May. It is intended to help answer one of the most pressing questions hanging over the American-led occupation: when the United States might be able to begin drawing down the estimated 140,000 forces in Iraq.

The White House and Pentagon are facing rising calls from Democrats and Republicans for a more detailed strategy in Iraq -- calls that grew louder yesterday.

"I am deeply disappointed that the administration failed to comply with this initial . . . deadline," Representative Martin T. Meehan, a Lowell Democrat and senior member of the Armed Services Committee, told Secretary of Defense Donald H. Rumsfeld in a letter. "It is long past due for the administration to provide Congress with meaningful information to evaluate our progress in Iraq."
