I'm highly sceptical that any federal detention facility would be willing to expose themselves to liability in this manner with a prisoner who has the resources to sue.

About 20 years ago, I was in Cuyahoga County Jail in Cleveland. I was in a pod designed for 12 people, that had 12 beds. In this small area we had ANOTHER 24 people sleeping in the floor with little foam rubber mattresses. There was no room to walk or move around.
