Question about Rove

I was wondering something about Rove. I know lately Kerry has been saying to fire Karl Rove. I was wondering. Did Bush hire Rove or what? He wasn't elected by anybody so what's the deal? Does Rove get paid to be a political advisor by Bush? Anybody know? And why was he promoted to deputy Chief of Staff?
