I propose we follow the example set by our cousins in Europe and pay tribute to the innocent victims of terror attacks. All across the continent this afternoon traffic stood still as all observed a moment of silence for the 52 victims of the terrible bombings in London. I think we owe no less to the tragic victims of violence in Iraq, including the 25 children killed yesterday.
Multiple fatal bombings are a daily occurrence in Iraq, with an average of more than three per day. Imagine the effect six minutes of silence every day will have on the American people, as traffic stands still and all pause to reflect. More than 800 civilians have been killed EVERY MONTH for the past ten months, according to Iraq's Interior Ministry.

Its most recent tally, which includes Iraqis who died in the 2003 war, put the total at 22,787.
