Of course if you in a top government position - and you convince everyone it is in their best interests - while being in a position to direct profits to a business you set up - that helps.

5. Start your own religion?

I've got a few ideas myself. I've been thinking of building my own cult from the ground up. Still trying to determine what my diety will be. I'm thinking some sort of Cockroach God. I'd be the great Cockroach emmisary to all mankind, and my followers would love and adore me as I filled them with the knowledge of the all powerful Roach. The little roaches are his majesties army. Central to my faith would be the tithe. I'd expect a whole lot more than 10% though.
