No, this is a team. Decisions are not made by renegades in this administration. There are agendas, there are meetings, there are group discussions of the problems, briefings.

This was a conscious joint strategy to solve a huge problem - "16 little words". 16 words that revealed the President of the Unites states as a liar - not a mis-speaker, a LIAR.

They are all involved in this thing and it fits the clear pattern of deception and intimidation they have established over the last 5 years.

There was a post earlier today that mentioned Cheney's involvement with a company or companies which sell potential WMD components to Middle Eastern interests, and that Ms. Plame/Mrs. Wilson's operation was getting too close to that for comfort.
