going after an individual? As an operative from a foreign country?

I'm sure it's happened before.

FBI counterterrorism guy who investigated al Qaeda in relation to the embassy bombings and U.S.S. Cole bombing got shafted by W et al, then conveniently died in the 9/11 affair. No idea about 7/7.
