Cheney resigns first and Bu$h has to appoint a replacement that must be approved by Congress. Then Bu$h resigns and that person becomes president, not Hastert. That's how Gerald Ford ended up becoming President.

Ford became veep and later Pres because Spiro Agnew resigned. A year or so before Nixon resigned.
If Bush resigned now (with Cheney still veep) then Cheney would be Pres.
