Proposed ban on doggie sweaters?!?!?

Has anyone else heard about this nonsense? Here's the line from my emailed Grist Magazine headlines today:

"Recently, while the U.S. Congress debated vital constitutional amendments like banning gay marriage, banning flag burning, and banning those little doggy sweaters...."

I want to see this proposed idiotic legislation because otherwise I just can't believe it. I tried searching but got no hits, probably because the proposal is cloaked in legalese and I'm not using the right key words.

My Rottie has a whole wardrobe of sweaters and sweatshirts. The dogs deserve to be kept warm in the winter, also. She even has a rabbit fur vest.
