If Fitzgerald hands down indictments.. does this go to the SCOTUS or
to the Hill?

1. Federal court in D.C.
It only goes to the hill if Cheney and/or Bush are named as unindicted co-conspirators.

against Bush or Cheney if they're indicted.

Don't place any bets on what a Republican Congress would do. All bets would be off because the entire administration would be toxic.

6. You mean, if Patrick Fitzgerald announces to the public
that he thinks Bush and Cheney committed crimes, but doesn't ask the grand jury to indict either of them?

Given how quiet Fitzgerald has been, that seems like it would be out-of-character for him.

7. No sitting president or vice president has ever been indicted
Constitutionally, it may not be legal as the Congress is empowered with that ability.

8. Only the US House can iimpeach, that
doesn't preclude courts from indicting presidents and vice-presidents.

If the defendants claim their constitutionl rights are being violated, that theoretically might be appealed to the US Supreme Court, eventually.
