3. In a place where HIV is rampant - any amount of self-protection is

a good thing. HIV is no way to die. Now if only they would give young girls the independence and rights to choose who & when they marry - that would be a good thing. Access to condoms and a clear and present policy of moral suasion to make sure all sex in Uganda is protected is also necessary. So is stopping rape by insurgents. So is improving girl child education and reducing poverty. Which leads me to the biggest thing we could do for Uganda - agricultural trade reform.

All of these things are necessary. ALL OF THEM!

For the reasons already listed and the fact that some young men might be jealous of these girls who would get free education. They might rape out of jealousy.
This doesn't even mention the girls who were raped as children.

6. No certain gynecological test for virginity

It's a crap shoot as far as I know.* The size of the hymen varies and in some women is non-existent. And what's to prevent a gov. official from paying for rapes to keep from having to pay tuition they can't afford. Heck, there are guys in this country who'd convince themselves they were doing everyone a big favor, saving all those tax dollars by raping young virgins.

*I am not a doctor, but I've read a lot about it and I've seen them on the TV.

You're correct. There is no sure-fire way to tell.
