A portion of a State Department memo written two years ago and now at the center of the CIA leak controversy was classified, meaning that leaking it could be a crime. Gloria Borger reports.

I should know-- I had a top secret codeword clearance while in the military, and secrecy was drummed into my group from the first day of training.

It's at the level of espionage.

Plame's Identity Marked As Secret

Memo Central to Probe Of Leak Was Written By State Dept. Analyst

A classified State Department memorandum central to a federal leak investigation contained information about CIA officer Valerie Plame in a paragraph marked "(S)" for secret, a clear indication that any Bush administration official who read it should have been aware the information was classified, according to current and former government officials.

Plame -- who is referred to by her married name, Valerie Wilson, in the memo -- is mentioned in the second paragraph of the three-page document, which was written on June 10, 2003, by an analyst in the State Department's Bureau of Intelligence and Research (INR), according to a source who described the memo to The Washington Post.

The paragraph identifying her as the wife of former ambassador Joseph C. Wilson IV was clearly marked to show that it contained classified material at the "secret" level, two sources said. The CIA classifies as "secret" the names of officers whose identities are covert, according to former senior agency officials.

Anyone reading that paragraph should have been aware that it contained secret information, though that designation was not specifically attached to Plame's name and did not describe her status as covert, the sources said. It is a federal crime, punishable by up to 10 years in prison, for a federal official to knowingly disclose the identity of a covert CIA official if the person knows the government is trying to keep it secret.

8. I REALLY hate to say this
I am dreaming of that fat fuck being frogmarched into Marion and locked down for 50 years. But Secret does not mean the same as Top Secret and I am sure they have 20 more levels that we don't know about. As far as I know, that file should have been called something like TOP SECRET, EYES ONLY, NO COPIES, or something. Bolton evidently got the file and gave it to Powell, who gave it to Bush on AF1, who called Cheney, who called Scooter and Rove who then alerted the press. If Fitzgerald can prove that, we get a whole new government and some amusing prisoners racking their metal cups against the bars, screaming, "fuck ya, ya screws. I got a trust fund that can buy and sell ya, ya lousy screws."

32. A question that's been bugging me since this info came out is,
why did they even have a memo re: Plame anyway; there must be hundreds if not thousands of people in the CIA, so why was the memo in re: to Plame? My guess is the CIA got wind of what they were planning on doing and decided to cover their own butt. Whatcha think?

that after Wilson's op ed was published, the State Dept. issued it as a sort of "cya".

Several people/organizations kept telling Bush there was no Saddam/Niger link
