The document was "Top Secret", not to be shared. Bushblossem has known since this story broke who was responsible for the leak. He also knew that this information was delicate, and if he knew, he needed to share it with the C.I.A.

And he's also helped to protect Karl Rove. Instead of helping with the investigation he's helped to protect his buddy or his brain as some people call him. He was also on Air Force One that day and more then likely saw it.
