Plots to bomb things just don't work well. When they do, you mostly see them caught afterward and taken in as common criminals and the affair not even described as "terrorist."

For instance, the Eric Rudolph bombings. They're not called "terrorism." Why? Because they weren't sponsored by the US government. He's tracked down and taken in like a common criminal and with relatively little publicity, because it was the real "terrorism," not a government sham.
