Can Sunnis prevent ratification of new Iraqi Constitution?

Article 53 of the LAW OF ADMINISTRATION FOR THE STATE OF IRAQ FOR THE TRANSITIONAL PERIOD 8 March 2004 says “(B) The boundaries of the eighteen governorates shall remain without change during the transitional period.”

Article 61. says “(C) The general referendum will be successful and the draft constitution ratified if a majority of the voters in Iraq approve and if two-thirds of the voters in three or more governorates do not reject it.”

Do Sunni control three or more governorates?

The 18 governorates (muhafazat, singular - muhafazah); Al Anbar, Al Basrah, Al Muthanna, Al Qadisiyah, An Najaf, Arbil, As Sulaymaniyah, At Ta'mim, Babil, Baghdad, Dahuk, Dhi Qar, Diyala, Karbala', Maysan, Ninawa, Salah ad Din, Wasit

Aren’t Al Anbar, Diyala, Ninawa, and Salah al-Din controlled by the Sunni? That would be enough to prevent ratification of a new constitution.
