Whether it was by accident (making him be the man of the family after her husband's absences and Robin's death), or because she really does believe that a "strong" male must be a cruel, ruthless, opportunistic backstabber -- that's how he turned out. And instead of intervening, her husband decided to make use of her creation (by delegating Georgie to be the enforcer in his campaigns).
