Why would the head of the CIA take orders from a couple of assistants...?

Why would the head of the CIA take orders from a couple of assistants...?
....to the President and Vice-President? Why would George Tenet read a speech given to him by Karl Rove and Scooter Libby? Was he also taking order from Ari Fleischer? No, not likely. Not likely that he was taking orders from Rove or Libby either. The orders were coming from somewhere else. Somewhere very high in the government. Somewhere very, very high in the government.

...the President and Vice-President or any of the top cabinet secretaries. But, they aren't supposed to give orders like that so they tell Tenet to listen to guys like KKKarl Rove and Scooter Libby.

Tenet wrote it--or had it written--and then Rove edited it. Apparently that is extremely rare, but it shows how powerful Rove is.
