that their departments always try to back them up.

I am of the mindset that most, as in a huge majority, of cops are are basically good and that the dirtbags who unjustly kill people are rare. But the departments they work for make it far worse by covering their backsides and making excuses. What is going to make a trigger-happy cop think twice about his actions when he knows that even when he's caught on tape his department will back him?

I have never understood this.
