Congress isn't "off", per se. They merely don't schedule votes during recess. They still do a lot of work. Some of them do take this chance to go on vacation, yes, but not for the entire month.

anyone want to start a pool as to how long it will be before he's all banged up again? Every time the poor bastard gets hammered his personal Doc hauls his ass up on to a bike to ride it off.
