Outside of Chicago, it would be hard to find a more bizarre political drama than the one in San Diego.
Tuesday's election for mayor, which will be the third time in 16 months that San Diego voters have had to choose one, is the latest act in the city's ongoing civic theater, revealing the dark political underbelly of perpetually sunny San Diego.

The plot spans the matters of bribes to a strip club owner; city workers' pensions facing a shortfall of $1.4 billion, and a municipal financial collapse so severe that San Diego, a place studded with some of the most expensive homes in the nation, cannot borrow money.
Scandals have reduced the nine-member City Council by a third and have led to a rotating cast of mayors, three in four days last week. After one mayor resigned and his successor was ousted because of a federal bribery conviction, a council member assumed the job amid so much confusion that, according to the San Diego Union-Tribune, a colleague addressed her as "madam mayor pro tem, whatever. Who knows?"
