If the first moment in the Nineteen Sixties and Seventies was that of the rise of individualism, the creation, if you want, of zones of personal exclusiveness, the unravelling of traditionalities of community and family, the second counterpoises on top of it, lasting through the Eighties and Nineties, involved a process of social exclusion. This is a two part process, firstly, involving the transformation and separation of the labour markets and the massive rise in structural unemployment, secondly the exclusion arising out of attempts to control the crime which arises out of such changed circumstances and the excluding nature of anti-social behaviour itself.
The transition from modernity to late modernity can be seen as a movement from an inclusive to exclusive society.

At this moment everyone on the planet is watching the people of the USA and wondering how they are reacting to the present global crisis. For the most „dangerous“ working class on this planet is the US working class. When its compliance with capital ends, US capital will collapse and thereafter, like dominoes, all the secondary capitals. Some of those lesser proletariates seem ready for such an eventuality, are even prepairing for the „day after“, expecting the big holiday. The Germans and the French are rehearsing work-free lifestyles for five to six weeks every summer, the Japanese have only been pretending to be part of the game for 100 years and seem to be about to quit now. The Italians, Spanish, Russians are ready to let go. The Chinese, the Indians and Argentinians are desperately looking for a way out. Many others never really tried.

But the US working class is not only potentially dangerous to world capital. If it keeps supporting it actively or passively, there can’t be an end to the world’s turmoil, destruction and misery. The key historic question of our age is therefore: why is the US working class not letting go? Why are they still putting up with capital’s arrogance and constant demands? What have they got to lose?

The Answer of the government?
Forced communitarianism.Individual communities that think they are working together but are still beholden to leaders who micromanage thier lives and make deviants dissapear into work camps funding the utopias..
Or they Crash civilization and hide out with thier stolen wealth somewhere until the chaos ends the epidemics die out,the pollution is taken care of,and the same old elite families emerge from hiding reassume power by helping desperate refugees or new formed tribes by wowing them with technology becoming like new gods, with knowlege only thier parents/grandparents knew about when they died when they were too young to know.
