Is Bush talking about his administration?

From an AP story on our vacationing president:

In a speech Wednesday in Grapevine, Texas, Bush will talk about the fight against terrorists. "They are narrow-minded people, don't tolerate human rights, women's rights, don't tolerate dissent," he said. "There's no such thing as rule of law as far as they're concerned — that they're cold-blooded killers."

These type of people can always spot their own flaws when they see it in others, and relish scolding them over it since they think their own version of those same flaws is somehow "washed away" when they act indignant over someone else's indulgence in them.
